Authorities have placed emergency teams on standby and issued urgent safety advisories as the South African Weather Service (SAWS) activates a Level 5 warning for disruptive rainfall forecast to impact Nelson Mandela Bay and surrounding regions on Wednesday and Thursday.
The alert signals a high probability of heavy precipitation with associated risks including localized flooding, compromised road safety, infrastructure damage, interruptions to essential services, and potential threats to life and property.
Meteorological Outlook
SAWS attributes the severe conditions to a cut-off low-pressure system developing west of South Africa, which is projected to move eastward across the country starting Wednesday before exiting over the weekend. The system, coupled with a cold front tracking south of the nation, will bring cold, wet, and windy weather to central and southern regions, with localized flooding possible in the Eastern and Western Cape.
“A cold front is expected to slip south of the country, with a cut-off low deepening west of the country, which is expected to propagate eastwards across South Africa from Wednesday and finally exit the country towards the weekend,” SAWS confirmed in its Monday briefing.
Coordinated Municipal Preparedness
In response, the Nelson Mandela Bay Municipality has activated its Disaster Management Centre and placed emergency services and relevant departments on high alert. Teams are monitoring weather patterns in real time to enable rapid, coordinated intervention should incidents occur.
Executive Mayor Babalwa Lobishe emphasized community preparedness in an official statement:
“Residents living in low lying and flood prone areas are encouraged to take the necessary precautions to protect themselves, their families and their property. Motorists are advised to avoid travelling, unless necessary, during periods of intense rainfall and should never attempt to cross flooded roads, bridges, streams or low water crossings.”
Actionable Guidance for Residents
The municipality has issued the following directives to help residents mitigate risk:
– Monitor official weather bulletins and municipal communication channels for real-time updates
– Secure loose outdoor objects and safeguard valuables against potential water damage
– Clear gutters, drains, and stormwater systems around properties to enhance water runoff
– Postpone non-essential travel during peak rainfall periods
– Report emergencies—including flooding, fallen trees, infrastructure damage, or public safety threats—immediately to emergency services
Mayor Lobishe noted that proactive municipal measures are underway to protect communities and reduce the severity of weather-related impacts.
“While municipal teams are on standby and ready to respond, community cooperation is critical in reducing risks and preventing avoidable incidents during this period of severe weather,” she stated. “The municipality will continue to provide updates as conditions develop and encourages residents to follow official communication channels for accurate and timely information.”

In a separate development, the municipality acknowledged ongoing protest activity in select areas of the metro. Law enforcement reports indicate that demonstrations have remained peaceful, with no incidents recorded and no major disruptions to traffic flow.
“Law enforcement agencies remain on site and continue to monitor the situation to ensure public safety, maintain public order, and facilitate the lawful exercise of constitutional rights,” the municipality confirmed.
While affirming the constitutional right to peaceful and lawful assembly, officials reiterated that all public gatherings must adhere to the Regulation of Gatherings Act and relevant legislation.
“Residents are encouraged to remain calm and to obtain information from credible and official sources. The municipality further calls on all participants to cooperate with law enforcement officials and to conduct themselves in a peaceful and responsible manner.”
