DCS Finalizes Takeover of Mangaung Prison as Private Contract Expires

BLOEMFONTEIN – South Africa’s Department of Correctional Services (DCS) has declared full operational readiness to assume direct management of the Mangaung Correctional Centre effective 1 July 2026, concluding a quarter-century partnership with private operator Bloemfontein Correctional Contracts.

The transition, scheduled for completion by 30 June 2026, follows extensive preparatory measures designed to guarantee uninterrupted correctional operations, institutional security, and offender rehabilitation services.

Operational Readiness Confirmed

In submissions to Parliament, the DCS reported that all transitional mechanisms have been activated and tested. The facility will be integrated into the Grootvlei Management Area, the regional command structure responsible for correctional centres across the Free State and Northern Cape.

“To coordinate the transition, the department established seven dedicated workstreams, each tasked with specific areas of responsibility,” the department stated. These teams have focused on infrastructure handover, personnel deployment, security protocols, inmate administration, financial systems, legal compliance, and community stakeholder engagement.

Staffing and Security Enhancements

A comprehensive recruitment initiative forms a cornerstone of the transition strategy. On 17 April 2026, the department advertised 668 permanent positions at the Mangaung facility, spanning professional, specialist, and artisan categories. The selection process is scheduled for conclusion by 30 June 2026. Thus far, 76 officials have commenced duties at the centre.

To address immediate security priorities, 60 members of the DCS Emergency Support Team have been deployed to Mangaung following specialized training. Their mandate includes executing a detailed gang profiling assessment aimed at reinforcing institutional order and preempting potential disruptions during the administrative handover.

Workforce Transition Under Legal Review

The takeover coincides with ongoing legal proceedings regarding the status of current staff employed by G4S, the security firm that operated the facility under contract. In April 2026, the Labour Court ruled that the DCS must absorb no fewer than 500 of these employees following contract termination.

The department has formally appealed the judgment. “The matter remains subject to legal processes,” the DCS noted, emphasizing that workforce integration plans remain adaptable pending final judicial determination.

The contractual relationship with G4S drew intense public scrutiny following the 2022 escape of convicted murderer and rapist Thabo Bester from the Mangaung facility—a breach that catalyzed broader policy reviews of private sector involvement in correctional management.

Inmate Management and Compliance Standards

The department affirmed that all individuals currently detained at Mangaung Correctional Centre maintain active, approved Correctional Sentence Plans. Every inmate retains maximum-security classification, and corresponding management protocols have been audited to align with national DCS standards.

“Appropriate offender management systems have been reviewed and aligned to ensure continuity and compliance with departmental standards,” the statement concluded.

With the formal handover imminent, the Department of Correctional Services reaffirms its commitment to constitutional correctional principles: secure containment, humane treatment, and rehabilitative programming under direct state oversight.
