CAPE TOWN, Western Cape — Western Cape transport authorities have hailed a historic peace agreement signed by four Cape Town Southern Suburbs taxi associations, marking a significant turning point in the quest to end a decade of deadly route disputes.
The Vrygrond, Retreat, Westlake, and Steenberg Taxi Associations have been embroiled in a long-running conflict over operating routes. This nearly decade-long dispute has frequently escalated into deadly shootings and violence, with extortion, gangs, and taxi-related crime cited by officials as major drivers of insecurity in the Western Cape.
The newly signed 40-page memorandum of understanding is the culmination of intense discussions, mediation efforts, and facilitation by both local and provincial public transport authorities. Representatives from the Western Cape transport authorities emphasized that the agreement fundamentally shifts partial accountability onto the operators themselves.
According to transport authorities spokespersons, the memorandum ensures that taxi operators will no longer rely solely on the government for route enforcement. Instead, operators are expected to act as the “eyes and ears” of law enforcement. They have committed to ensuring that only authorized vehicles operate on designated routes and that unauthorized individuals are held accountable by the industry itself.
Taxi association leadership expressed profound relief and pride over the development, acknowledging the difficult journey of the past ten years. Leaders noted that the region had seen severe incidents and killings, but dedicated leadership has finally paved the way for this breakthrough. The primary objective, they stated, is “peace above all,” ensuring commuter safety and fostering a new, cooperative relationship among the previously rival groups.
Buoyed by this success, provincial authorities are now hoping to replicate this memorandum of understanding in other regions across the Western Cape that face similar challenges with taxi violence and route disputes, offering a potential blueprint for industry-wide stability.
