LUCKHOFF — Residents of Luckhoff in the southern Free State are voicing deep frustration over more than a decade of alleged neglect, citing severe service delivery failures, illegal dumping, and staggering unemployment. In response, Letsemeng Local Municipality Mayor Andrew Visagie has acknowledged the community’s challenges, outlining new interventions aimed at restoring basic services and stimulating local economic growth.
Luckhoff, a small town within the Letsemeng Local Municipality—which falls under the Xhariep District Municipality and serves a population of over 40,000—has reportedly seen little to no development in recent years. Locals describe the town as an illegal dumping ground with scarce job opportunities, forcing many to rely on the Expanded Public Works Programme or seasonal farm labor, while others have simply given up. The lack of basic services, including persistent water shortages and power failures, has left parents deeply worried about their children’s future, particularly as young children are exposed to severe health and safety hazards at local dumpsites.
With local government elections approaching, some registered voters express apathy, questioning whether their ballots will catalyze meaningful change. However, a sense of cautious optimism is emerging. Community members emphasize that collaboration, rather than empty political promises, is essential to reverse the town’s trajectory and address shortfalls in youth unemployment. Local religious leaders have also united, organizing prayers for the town’s renewal and actively encouraging residents to exercise their democratic right to vote. Faith leaders expressed strong hope that, through collective effort, Luckhoff will become a better place for everyone after the 4th of November.
Addressing the public outcry, the Letsemeng Local Municipality has formally acknowledged the severe challenges raised by residents. Mayor Andrew Visagie, who recently took office and has reportedly initiated positive changes over the past six months, highlighted that illegal dumping directly impacts public health, the environment, and the overall dignity of the community. To combat this, the municipality is strengthening waste removal interventions and has instituted weekly cleanup campaigns every Friday across Luckhoff and the broader Letsemeng area.
Beyond sanitation, the municipality is tackling economic stagnation through newly launched “Local Economic Development Wednesdays,” designed to assist Small, Medium, and Micro Enterprises (SMMEs) based on their specific needs. While acknowledging that the local government cannot solve unemployment single-handedly, the municipality affirmed its responsibility to foster an environment conducive to investment, economic activity, and job creation. This strategy includes supporting local economic development initiatives, strengthening emerging businesses, facilitating access to existing opportunities, and capacitating SMMEs to secure funding.
Furthermore, the municipality confirmed concrete infrastructure plans to upgrade Luckhoff’s bulk sewer and pump stations, with the revival of the town’s bulk water supply system currently in the advanced planning stage.
