MPUMALANGA — A Mpumalanga High Court has delivered a decisive blow against violent crime, sentencing a 21-year-old child murderer and rapist to two life terms behind bars. The landmark ruling brings a close to the harrowing case of seven-year-old Nomvelo Rossow, whose tragic death in Charl Cilliers earlier this year shocked the province and prompted an intensive South African Police Service (SAPS) manhunt.
The horrific sequence of events originally unfolded in March 2026 when authorities received a distress call regarding the disappearance of the young girl. Responding rapidly, multiple police units launched a sweeping search operation. During the sweep, officers intercepted a local man carrying a highly suspicious bag. A search of the belongings revealed a young girl’s clothing heavily stained with blood. This crucial piece of evidence directed investigators to a nearby maize field, where the devastating discovery of the minor’s body was made.
The suspect, identified as Sifiso George Sibiloane from the nearby Seyferfontein Farm near Charl Cilliers, was swiftly hunted down, apprehended, and charged. Thanks to the meticulous gathering of forensic evidence and a watertight case built by detectives, prosecutors secured a guilty verdict. On Thursday, 13 August 2026, the Mpumalanga High Court sitting in Breyten formally handed down the double life sentence for the rape and murder of the child.
Beyond the life imprisonment terms, the presiding court ensured the public’s future safety by declaring Sibiloane unfit to possess a firearm. Furthermore, his name has been permanently inscribed on the relevant sexual offenders’ register to prevent any future contact with vulnerable populations.
Lieutenant General Apaphia Modise, the Provincial Commissioner of the SAPS in Mpumalanga, expressed profound relief and elation regarding the court’s decision. Praising the collaborative and tireless efforts between the police investigation team and the National Prosecuting Authority (NPA), Modise highlighted the importance of the swift judicial process in handling cases of gender-based violence and child abuse.
