JOHANNESBURG, Gauteng – What began as a simple community effort to repaint street kerbs has evolved into a formal partnership between residential associations and the City of Johannesburg, with residents contributing funding and volunteer labour while the municipality provides approval, technical support, and coordination.
The initiative, launched under the banner “Operation Sparkle” in Ward 102, saw residents repainting street kerbs before their efforts earned the community a seat as one of the city’s official stakeholders a year later.
Harold Fleshman, one of the directors of the Blairgowrie Community Association, defended the model against criticism that the city should be solely responsible for such work.
“If you’re thinking of, well, why are we doing it when the city should be doing it? Well, then you might as well crawl back in your hole because then you’re going to have a miserable place,” Fleshman said. “It’s up to the residents to work hand in hand and take ownership and to get things done.”
The community has been credited with installing a 600-metre fence around the Blairgowrie Recreation Centre. Fleshman noted that past complaints focused on city power issues, water, and roads, but the partnership has changed the dynamic.
“We work hand in hand with them now rather than being just residents complaining,” he said. “They respect us. We follow the processes, and this is the end result.”
The City of Johannesburg has extended has hailed them as strengthening the city’s social fabric while fostering collaboration between government and its people.
According to the city, communities, security partners, and stakeholders contribute additional resources and support while Johannesburg City Parks and Zoo (JCPZ) continues to carry the core responsibility for maintaining and managing parks on behalf of the city and its residents.
Officials said these partnerships improve safety, encourage community ownership, and enhance the overall experience for park users.
The Blairgowrie Community Association added that the collaboration encourages residents to take charge of their communal spaces and assists in promoting civic engagement with the government.
