SOUTH AFRICA – The Public Investment Corporation (PIC) is facing intensified parliamentary scrutinParliamentary Committee Demands Public Investment Corporation Accountability Over Daybreak Foods Collapsey after the Standing Committee on Finance tabled a critical oversight report in the National Assembly. Lawmakers are demanding immediate accountability regarding the troubled Daybreak Foods Chicken Project in Bela-Bela, citing severe management and governance failures at the country’s largest state-backed asset manager.
The parliamentary concern stems from an oversight visit conducted in April to evaluate various PIC-backed initiatives. During the adoption of the committee’s report, Members of Parliament across political parties expressed profound anger over the deteriorating condition of the Daybreak Foods facility. The poultry operation, which is currently under business rescue, has been devastated by poor management, leading to the retrenchment of more than 1,000 employees.
Given the PIC’s massive footprint—managing assets valued at 3.7 trillion rand—lawmakers emphasized that such operational failures are unacceptable. Consequently, MPs are calling for drastically improved transparency and rigorous oversight mechanisms within the corporation to protect public funds and livelihoods.
To enforce accountability, the Standing Committee on Finance has issued binding recommendations. The committee stipulates that, within a reasonable timeframe following the National Assembly’s adoption of this report, the PIC must submit a detailed progress report specifically addressing the Daybreak Foods situation. Additionally, lawmakers mandated that the PIC provide a comprehensive update on all ongoing investigations and remedial actions during its next scheduled engagement with the committee.
Addressing the root of the operational collapse, the report highlighted significant challenges facing the PIC at the board level. Despite these governance hurdles, the committee formally commended the Minister of Finance for stepping in promptly to appoint a new board and stabilize the institution’s leadership framework.
Looking ahead, the oversight body (SCOV) will soon convene with the Minister of Finance and the newly appointed PIC board. This upcoming briefing is designed to evaluate how leadership is executing the governance audit action plan and to assess how the PIC is actively fulfilling its mandate to drive economic growth and development in South Africa.
